应区分是否是自建的情况。
1、非自建：不办理三证的，按照竣工决算日期为准，办理三证的，以三证日期为准。三证时间不一致的，哪个时间早以哪个为准。
2、自建：一般纳税人转让或出租自建不动产，以开工时间为其取得时间，开工时间在2016年5月1日前属于老项目。）
